what is the cynefin framework?

The Cynefin framework is a sense-making tool used to help people understand the context in which they are operating, so they can make better decisions. It was developed by Dave Snowden in 1999 while he was working at IBM.

The framework categorizes problems and situations into five distinct domains. Knowing which domain you are in helps you decide whether to follow a set procedure, experiment, or rely on expert intuition.

The Five Domains

1. Clear (formerly Simple): The domain of "known knowns." There is a clear cause-and-effect relationship that everyone can see.
   • Action: Sense, Categorize, Respond. Use "best practice."
2. Complicated: The domain of "known unknowns." Cause and effect exist, but they are not immediately obvious to everyone. You often need analysis or expert knowledge to figure them out.
   • Action: Sense, Analyze, Respond. Use "good practice."
3. Complex: The domain of "unknown unknowns." Cause and effect are only clear in hindsight. You cannot "solve" these problems with traditional analysis; you must interact with the system to see what happens.
   • Action: Probe, Sense, Respond. Use "emergent practice" through safe-to-fail experiments.
4. Chaotic: The domain of "unknowables." There is no discernible relationship between cause and effect. The situation is high-stress and requires immediate action to stabilize things.
   • Action: Act, Sense, Respond. Look for "novel practice" to find a way out of the chaos.
5. Confusion (or Disorder): The central space where you do not yet know which of the other four domains you are in. The goal is to break the situation down into smaller pieces so you can identify which domain they belong to.

Why it matters

The most common mistake leaders and teams make is applying the wrong approach to a problem—for example, trying to use a "best practice" (Clear) to solve a "complex" problem. Cynefin helps you pause and ask, "What kind of situation am I actually dealing with?" before jumping into action.

It is a helpful tool for navigating complexity in projects, organizational change, and daily decision-making.
